Estimated time to develop a module in Java + Vue.JS. Is 3 weeks too long?

there are few input data for estimating labor costs. "Module" - does it mean that it is built in somewhere? where ? as ? what are the design requirements? to the code? to the comments? to tests? And in general - what do you need in the end? Java - server side - what's there? or Java on localhost in windows? Or is it JavaScript?
not knowing all this, I would also "break" 3 weeks. although, perhaps, your task is solved in 3 hours.
ps 8*15 = 120 hours... and what is the developer's rate per hour? :)

lot. look at freelancing orders - admin panels are riveted there in a week. let him describe in detail what he will spend time on and let him commit every hour of work. I’m sure it will do it 2 times faster. in general, a rough estimate assumes an error of 20 percent.
