I graduated from university - programming .Net, C#. But I understand that this is not mine, I am drawn to design, illustration.

You need to dig towards the portfolio. Because the designer looks at him everywhere - both when applying for a regular job and freelancing.
By the way, why exactly are you looking for companies?
Look for creative agencies and creative studios in general, as the rest of the design is generally not needed much.

Designer is a creative profession. So "creative", who's stopping you? So it's a classic of the genre: you come up with a portfolio and go to interviews with it.
"retraining programs" are from a different reality, from the Soviet Union, for example. Spending money on you because you wrote “I love self-development” on your resume is of little interest to anyone.
