How to find a computer on a local network by public IP?
Local network - 35 PCs. WinServer2k8.R2
In the last two days the Internet began to slow down. I called the provider. They said that someone is downloading or playing something on the net. Asked for IP, they gave 178.22.88.106. I started looking for cmd. He pings him. It seems to have found his public IP. As per publ. IP to find now a name of this computer??

The question is not correct. On your network, that each of the 35 PCs has a public IP? Most likely you have a router through which PCs go to the Internet. It's through the router that you need to watch who is downloading what.
