How to filter list of news by multiple property "binding to user"?

Hello. Infoblock elements have a multiple property "Binding to user". It is necessary that only the elements to which they are attached are displayed for users. I display the elements using bitrix:news.list
"FILTER_NAME" => "sertifikat"
the filter itself:

global $USER;
global $sertifikat;
$sertifikat = array("PROPERTY_USER" => $USER->GetID());

But there is no filtering. How to filter multiple property correctly?
