How to figure out how to include a CSS file?

I’m trying to make up a site layout for the first time, before that I worked in a mobile application where everything worked fine, but I decided to transfer the project to a laptop in order to learn how to use it in development. Please help, I don't know how to fix this code anymore, maybe I placed the folders incorrectly or set incorrect links?

It seems that everything was correctly indicated, but check whether you have thrown styles.css into some folder, for example, into css.
But it seems to me that you saved styles not as Style.css, but as Styles.css.
