There are files of Roshydromet reports “On emergency, extremely high and high environmental pollution,
as well as the radiation situation in Russia in <month> <year> of the year” from 2008 to 2021.

It is necessary to pull out the place from there, the excess of the MPC and the name of the chemical.

The required paragraphs are something like this:

A case of high pollution (HP)** of atmospheric air with a substance of the 1st hazard class - benzo(a)pyrene, was registered in Arkhangelsk (1 case, 13 MPCm.r.).
