How to export and import orders and users to Bitrix?

Hello. Tell me please.
I have two sites, one on the local and one on the server, can all orders and users be exported from the server and imported to the local? Bitrix settings are the same, order properties are practically the same, everything is almost the same, there is just a difference in design.

The simplest thing is to transfer these tables:
