How to export a virtual machine from a private cloud to a public one?

Good afternoon, there is a project deployed on a virtual machine (ubuntu server), hyper -v hypervisor, there was a task to export it to the public zone (move it from your infrastructure to the public one).
I exported the machine, now there is hhd (virtual), tell me:
a) hosting with hyper -v
b) maybe it's better to make a backup using ubuntu and deploy the machine not on the hyper -v hypervisor?
