2. Mikrotik No. 2 (in building No. 2) - DHCP is enabled on it, and gives

We ran out of IP addresses in the Mikrotik pool #2! How to expand the pool exactly on this DHCP server (in this building network)

Crooked option: Select part of the addresses from the building #3, putting xxx.xxx.1.129 - xxx.xxx.1.254 there. And in building #2 issue xxx.xxx.0.101 - xxx.xxx.1.127.
The correct option is to draw up a new network plan, allocating its own subnet to each building, and not like you have now - all three buildings are on the same network.

Mikrotik in dhcp has the concept of next-pool, you can simply issue the second one to Mikrotik2, and register it as an additional one.
