How to examine a CSS element if it closes (menu item)?

The crux of the problem is that I don't believe that menu items are :hover, since all the advice on this subject on the Web does not work. Or I don't see the hover property anywhere in the classes..
How do I inspect the submenu classes? Thanks

2. Hover over dropdown menu
3. Press ctrl+shift+c
