How to evaluate the work of TEAM-lead?

Hi all! Help with this, not a very simple question.

  • on the basis of which the quality of work is evaluated (indicator)
  • on the basis of what data to evaluate that the tasks of the position are fulfilled at a certain level;
  • on the basis of what data it is estimated that the purpose of the position is maximally achieved

The tasks of a team lead are more "creative" than those of a regular developer, and I still don't understand how to evaluate all this.

The tasks of the team leader are close to creative and everything has already been mused a million times. The evaluation of a team leader, like any other employee, is the level of achievement of the goals set by the direct management of the department and the team leader in particular.
