At the same time, no one is going to bother with the price of each service - there are a number of functional duties that are included in the minimum rate.
How to calculate promotional bonus? For getting words to the TOP? and then? fine if the words are missing from the top 10 search results?
UPD:
Considering the number of functional responsibilities and the fact that most of them are of the type "here's a task, do it for today or tomorrow", the following was decided:
salary (the main part of the salary) + bonus for bringing approved keywords to the top and keeping them there (then there is a small bonus for each key phrase while it is in the top). So far, and after setting up the analytics, the option of switching to another premium payment system will be considered - for visitors.

This is not a productive approach, because words can enter and disappear in the Top 10 for completely different reasons.
If you have a trading organization, come up with performance indicators related to the number of hits through the site (taking into account seasonality and other features of your subject). Depending on the results, make decisions already, but:
Fines are far from being a "motivator" for everyone - for many, on the contrary, it is a serious demotivator that forces them to look for a new job and does not give a damn about the current one, especially when fines are charged for biased reasons. After all, this is not a factory where, according to the plan, it is necessary to tighten 100 bolts per shift ...
In SEO, in addition to standard technical things, there is also analytics, the search for effective solutions, competitor analysis and other work, where it is impossible to determine in advance that this or that item will take, for example, 18 minutes.

If this is an adequate specialist, then you need to take from 40,000 rubles for such work, but I believe that you cannot be a jack of all trades, if you want to develop your project, then stay on the support of people who know their business. It is not in vain that there is a division of specialists on the web, you cannot combine 5 (copywriter, backend, frontend, seo-specialist, etc.) specialties and do everything without errors.
