How to evaluate the quality of content?

Greetings.
Recently, I decided to experiment with the choice of copywriters (individually writing material and in a team). Prices are different for everyone, someone has $ 3, someone has 300 rubles. for 1K characters.
I ordered articles on one topic from seven copywriters, several dozen each. Someone does better, someone worse, but there are such examples that there is no difference in the quality of the material depending on the cost. The same theme and similar quality material. For one, such material costs 300 rubles / 1K, for another 100 rubles / 1K.
And if there is not much difference, then why pay more ...
Now I'm thinking about how to determine the quality of the material. Perhaps there are some services on the network (checking uniqueness does not count)) or are there certain already established methods / techniques / methods used in practice?
Any thoughts on this?

Frankly, despite the pretty decent material written in accordance with the TOR, I feel that something is missing and at the same time everything is in its place ... but I would like to read and say: "That's what I understand, that's it's true!" - this has never happened before.

There is a difference between quality content and well-written text.
"That's what I understand" - this is the second case. And you can’t find the author for such a text with the usual enumeration, unless you’re very lucky. And the worst thing is with hackneyed topics where it is difficult to turn around creatively.
And the resources to evaluate ... Well, how do you imagine it? You can calculate uniqueness, average length of words and sentences, water content, nausea, distribution by parts of speech. But it's all statistics, not "that's what I understand").
Plus - you never know what texts you like. Did not try to give "subjects" examples? So that the copywriter can understand what style is needed?

Here's the good. I am an amateur in this matter, but still.
For me, quality content starts where a professional in his field has worked. Not in the area "write me 1000 characters for 100 rubles", but in the thematic area that interests me. Do you think people who rivet content at a speed of 1000 characters - 100 rubles understand the subject? In my opinion, the price of normal content on professional topics should start from 2000-5000 rubles per article, because in order to write this article you need to:
1. shovel a bunch of literature (does it not just become experts in professional fields?)
2. understand the problem under study ( to understand what the customer generally needs from the contractor)
3. write the article directly, and give it for correction (to the same customer)
4. million edits and proofreading.
5. and only at the fifth stage you can get what the customer intended.
Now tell me: do you think your copywriters are experts in the field in which they write texts?

Such resources do not exist and cannot exist.
The simplest solution is to put yourself in the place of the user for whom the materials are intended. Forget everything you know and look at the text through the eyes of a layman. You will immediately understand whether it "catches" you or not.
For a more thorough assessment of the texts, you yourself must partly become a copywriter. Read books and write as much as possible (no practice anywhere). The skill is very useful, so be sure to think about this option :)
Moreover, if I understand correctly, all the materials you order are written on the same topic. In this case, your copywriting skills will allow you to create high-quality materials on your own. If you understand the topic and know the needs of the clients, you will get great texts.
