Previously, I worked as a freelancer with hourly pay for the time, or at such a fixed price that I called the client in advance. But how to evaluate the cost when the client does not know it himself and asks to name it, when it is not yet clear how long it will actually take to bring the technical task to life? In Russian freelancing, clients often do not know how much it will cost, unlike UpWork... I am

considering the case of typical CRUD applications with an admin panel and integration with some external API such as weather, schedules in the PHP/Laravel/Bootstrap 4/VueJS stack.

If so, figure out how long it might take.
If you don’t know what to do at all, decide from the bullshit and say x10

It is inexpedient to work without TK, because customer requirements can change every hour. And if you initially name a lower cost and sign a contract, then you will work for him for this cost. Require TK, or describe in detail all the points of implementation yourself. Then you can estimate the cost of the project + plus 10%

If you want a fixed price, then there should be a detailed TK. It must be broken down into points and each point evaluated separately. Set aside time for unexpected problems. And the total will be the price. Again, it is individual for each developer - even 1000r / hour is a joy for someone, and someone less than $50 / hour will not even read.
If there is no detailed TOR, then there can be no question of any fixed price. Hourly rate only and very rough estimate.
