I want a partial refund (50%) because half of the work was done clearly according to the TOR. What are my chances?

Half of the work is not work. you agreed to do the job and not to work the n-th number of hours. For the client, the chance to find a person for revision in the remaining budget is extremely small.
If I were a customer, I would never go for this. This is exactly the whole point of the Security Council.
Try to first say that you want proceedings, after a couple of days make concessions and say that you are ready to refuse 50% if no feedback is left (or left + deleted). The chances are also small, but it's better to stay with a clean reputation than a coin in your pocket and no orders in the future.
