How to establish a relationship between a customer and a freelance programmer?

Good day!
The next question, although probably a series of questions.
There was a business idea in the field of mobile applications.
Tried to find performers. Faced the following problems:
1. Almost 99 percent of freelance programmers do not want to enter into any contracts.
At the same time, the amounts for the work are indicated from 300 euros to 15 thousand dollars. For me, these amounts are not small and of course I would like to have guarantees. How can I protect my intellectual rights to my "know-how". If this is the "how", roughly speaking, it breaks (stops working), who will fix it? Or will a clone not emerge in a month? In short, how do you get your relationship right? Why such a spread in prices, how is pricing going?
2. Many programmers mob. applications - indicate the cost of their work per hour. Okay, I don't mind, but no one gives an answer to the question, "who will count your time?"
3. Actually, the question follows from paragraph 1. When contacting freelance programmers about the development of a mobile application, everyone requires a technical task. Where is the guarantee that a person who is not entirely conscientious will not "lick" the idea and will not do the same thing, or even better.

Dear, only an agreement and a subscription on non-disclosure and transfer of information to third parties, without a lawyer and a notary, do not twitch if your development is so grandiose.
Alternatively, contact the official structure where the developers and contracts and deadlines.
But first, consult with a lawyer, preferably a good one.

1) I signed three freelance contracts, none of the three companies fulfilled their obligations as a result. So, alas, there is no point in signing them if the amounts are not large. The spread of prices is only because of you, you don't know what you want, maybe it costs $300, or maybe $30,000, so that there is no price spread, you just need to name the price yourself. It should be clear to you, like no one else, how much it costs, if it is not clear to you, then most likely you should not do this.
2) There are a lot of programs for tracking time with screenshots or even recording screen actions.
3) Who the hell needs your TK, how do you imagine working without TK?
I've hired a good two hundred freelancers over the past three years and never had my TK stolen.

I wrote in another thread .. maybe, as an option, transfer the TK according to the act of acceptance / transfer, everywhere with dates and details, signatures on the TK itself? Or, as an option, send the TK to the contractor by registered valuable letter with a description of the attachment?
