How to establish a moodle connection on a white IP?

So. What has already been done to solve the problem:
Installed Apache
Installed the latest version of PHP and a bunch of modules needed for the moodle to work
Installed MySQL (MariaDB) also the latest version
Downloaded and unpacked moodle itself
Installed netsysv
For most instructions, then you need to edit the moodle config and just go to the IP address to adjust the moodle in the graphical interface and calmly start working with it. Alas, no guides helped me and no values ​​in the config changed anything. 85.91.96.212 works, but just outputs the Vesta stub (or Apache, if the message is stopped)

Other systems. admins were asked to make all the work "easier", without digging into configs and other things, through VestaCP.
I installed Vesta, created a virtual host, a user, a database, set it up according to the instructions. Nothing. Only by IP now there is an output not through Apache, but through Vesta. (Powered by Vesta)

In short, we need help with the final steps. There is nothing left to do but I can’t understand what is missing (except for knowledge). The instructions will be very handy, the ones I read are either outdated or not very detailed.

Here is the config of the IP itself, in case something is clear about it. The top 2 lines listen to Vesta and she displays a stub.
