How to enter into the database table values related to the value in another table?

There is a database model, synchronized with the database.
The tables are related to each other.
DB: Mysql
Tool: Mysql Workbench
I want to test the database by adding data related to each other, then pull out a query for reports. The main problem is with input.
I want to add data:
06/26/2018 Temperature 40, Maximum wind speed 16
Table value Fact on 06/26/2018, associate with the Weather table, associate the Weather table value with the table value An element that is associated with the Temperature (40) table value, as well as with the Wind table with a field value of maximum wind speed of 40.
The insert function only allows you to fill in values in one table.
At the same time, it is impossible to link the value of this table with another one.
How can I add a value to one table so that it is related to the value of another table?
Purpose:
a) enter data related to each other
b) then pull out this data, for example, such as a request, what was the weather like on 06/26/2018

@kiru

Start adding from "leaf" elements to the nodes/links that unite them.
