How to enter asci character not through numlock?

Why (and is it possible otherwise) is the alt code not entered through the usual part of the keyboard with numbers?
That is, the numeric keypad must be activated with a lock.

Usually Alt-codes are entered with the help of a numpad. You must have some special computer or software to enter something differently. Or some special keyboard layouts , for example.
You can also copy many characters from the charmap program (Start -> charmap.exe)
And there are sites where you can copy almost any of the existing characters: 1 , 2 , else .
