How to encode video on a card and on a process?

Good day! Faced problems with video encoding from h264 -> h265. The fact is that in my media library there are not very compressed videos, with a good bitrate. I want to squeeze them, but I focused on HEVC, it compresses 50% better and I'm trying to get a similar picture quality on it. But everything is negative.

I settled on the configuration crf = 16 and preset slow. The video shows circles and fuzzy gradients in places. I understand that I probably need to encode in veryslow, but my gtx 750 ti does not support h265 and I cannot switch to a heavier spin.

Now I'm studying this moment and I find references to some kind of hybrid gpu accelerator technology, which involves the sharing of gpu and cpu for encoding.
Those who dealt with this issue tell me if you used something similar? If yes, on what software will the transformation be built?

PS: I can't buy a new piece of iron.
