How to enable remote desktop?

I want to enable remote desktop on Windows 7 Pro.
The standard activation algorithm (Start-> Computer (right click)-> Properties - On the left in the list, select "Remote Access Settings" In the "Remote Desktop" section, select the second or third item. - Click the button to select users and add the necessary ones) does not work, unfortunately.
Disabled / enabled firewall / antivirus - does not help. Port 3389 also does not work after the standard enable.
Where else to look? How to turn it on?

The Remote Desktop Service must be running. In English Win10 it is called (Remote Desktop Services), as it was called in Win7 hz. She is listening on the port.
Users must be assigned passwords.
Users must be members of the "Remote Desktop Users" group or something like that, I don't remember exactly. Adding users to the list, what you've done is adding the user to that group.
