How to enable pecl timezonedb extension in php under windows?

Good afternoon. Need to update timezones in php 5.3. Since it was not planned to update the PHP version, I decided to do it by connecting the current version of the PECL timezonesdb extension.
The problem is that after compiling the extension under Windows, copying it to the ext folder and connecting it to php.ini, phpinfo() still shows:
date/time support enabled
"Olson" Timezone Database Version
2011.14 Timezone Database internal
Default timezone Europe /Moscow
There are no errors when starting the Apache 2.2 web server.
