How to enable hotspot mode on ios iphone?

How to enable tethering on ios. This item is missing in the settings. When I click on set up modem mode, it says: "To enable modem mode for this account, contact life".
In the Cellular data network setting, I indicated APN in both points. Tried - did not appear. Also added to Username internet, also nothing.
