How to enable group policy for a group of users in Windows 7?

There is Windows 7 Ultimate, users work on it via RDP. In order not to confuse and not tempt with extra buttons and other cartoons, everything that is not needed is chopped off in the group policy editor, BUT! Unfortunately, the administrator account is also subject to these restrictions/permissions.
Well, for example: we remove certain sections of the control panel, and the administrator needs them in their entirety, he, of course, stops seeing them.
I'm trying to solve it in the following way:
A new console is created in mmc, the Group Policy Object Editor snap-in is added.
The task is this: to create a specific group policy for users who are included in the group "RDP users of the subdivision of such and such" ... However, only users, not user groups, are present in the choice of who exactly this policy will apply to.
Of course, you can select "Not administrators" there, but then those RDP users who need to be given more privileges will also fall under the restrictions.
How to apply a certain group policy to a certain group of users, and not by users in a list?
