If I understand correctly: wallpaper is installed on the desktop.
In this case, what was requested was always done in a completely different way and the same for all Win OS:
System Properties - Advanced tab - Visual effects: uncheck "Shadow casting by icons on the desktop".
After this action, the label labels have a background color of the desktop.
