How to enable automatic commenting?

I installed it on Windows Netbeans 8, I liked it, I decided to try it as the main PHP development environment. I put it on Ubuntu, the function of automatic commenting on the view was gone:

How to return, how to turn it on? It seems that by right-clicking on a method \ class there was an item to form this disgrace.
