How to enable absolute path support in apache?

I understand that this is a completely noob question, but something really doesn’t work for me.
Ubuntu OS
Installed Apache, php and mysql
The site is placed in the directory /var/www/html/site
Absolute paths in html

<link href="/css/global.css" type="text/css" rel="stylesheet" />

to which Apache config, where and what to prescribe to make these paths work?

они никогда не заработают, ну либо ты получишь большие проблемы с безопасностью...
в html пути нужно прописывать от корня сайта.
