There are options for Windows Phone emulation in IE developer tools.
The default browser for android as well as Chrome (and much more) is made on a webkit, so you can use the touch device emulation in the developer tools in Chrome to test it.
There are also emulators for it. For a droid: firstly native, secondly Genymotion, thirdly Android x86. For apple it seems only Xcode.
By the way, to work with real hardware in chrome and safari, their debugger can connect directly to the device.
