How to empty trash via console on unix?

What's up, software.
I don't really understand the meaning of this command
"rm -rf ~/.Trash/*"
Delete everything from the trash. Everything works fine, only this ".Trash" file is located at /users/Me/.Trash , and the command says that it is at the root. How to understand this?
