The manual for your m/b says: "Always install DIMMs with the same CAS latency. For optimal compatibility, we
recommend that you install memory modules of the same version or date code (D/C)
from the same vendor. Check with the retailer to get the correct memory modules"

In a nutshell: always install memory with the same primary timings.
The problem is that you have one kit with CL15 (hyperX) and the other with CL17 (patriot).
Your m/b constantly boots in safe mode (safe mode) and you are lucky that it boots at all (I just got into a similar situation last month - the computer didn’t start at all).
Obviously, there is only one solution - to select a set with the same primary timings.

Set the memory settings manually.
Write down what parameters the "weaker" memory stick has and set them in the BIOS. So that the BIOS does not try to automatically select them every time.
As an option, swap the plates, it is possible that if the first one is initialized slow, it will start at a slow speed.
