I tried to add a template through the so-called static file, but anyway, after changing the template in the file, I have to re-save it in the admin panel so that it is displayed on the site. You need to update the cache.

When using static files, there are two options:
1. Clear the cache in the admin panel after each save (or in the terminal, the core/cache/* folder).
2. Disable global caching in settings and template caching in template settings.
