How to edit group policy on a remote PC?

There are two computers, both have Win10 for educational institutions, connected to a local network.
On the first computer there is a user "USER" without admin rights.
It is necessary to prohibit USER from opening the "C" drive and launching the command line from the second computer.
All this must be done through the group policy editor "gpedit.msc"
Please explain how this is done

“Try doing this:
1. Start -> Run... type mmc.
2. Console menu, select Add or Remove Snap-in...
3. On the Isolated Snap-in tab, click the Add... button.
4. Select Group Policy (or Group Policy Object Editor)
5. In the Group Policy Wizard that appears, click Browse
6 Select item Other computer -> Browse -> Advanced... -> button Search -> Choose the name of the computer you are interested in.
You can repeat steps 4 - 6 to add all other computers to the console.
