How to edit a file in another file using the Editor? (TinyMC/Others)?

Actually a question.
I have an Editor.php file, how can I make a form for editing the Menu.html file from the Files folder in it?
I did not find such a parameter in TinyMC, Other editors. Maybe you were looking in the wrong place?
What editor can do this?

This is not a parameter. Read the file, pass the content to the textarea on which tinymce is set, and when saving, write the result from tinymce to the file. This can be done even without editors, in a simple textarea. Try to understand what tool is used for what.
