How to edit a block in drupal?

The point is that when I open the block settings, there is no content editor in it.
googling, I realized that it was created through the tm_module (iQads module) module,
climbed into the database in the block_custom table, found the code of that block, although the name is different, as I understand it, it was a test one, because the changes did not help and its name is "test" ... I did not find the contents of the block anywhere else.
The cache was cleared ...
