How to draw web design designs correctly?

Hello everyone, I want to start drawing the right site designs, when watching some video tutorials, the author of one of them talked about the page layout (how and in what sequence the blocks should be placed), I also read about the "call to action" (call to action), but I can’t understand for which sites, which calls to apply, and also how, what is more important on mobile devices.
Could you suggest resources on which everything is written about this, or throw links to good and correct designs? Thanks in advance.
