The admin does not sell work, the admin sells the service "everything works, nothing breaks."
Pay a fixed price - everything works for you.
Pay hourly - suddenly, the number of "facts of work performed" is growing - either the server is buggy, or the network is falling.

No way. 80% of tasks in administration are completed in 60 seconds. The rest of the time is to think so that nothing can be figured out in these 60 seconds. So drinking tea for 2 hours may well be relevant to the task.
