How to draw up a technical specification for buying a site?
Based on past topics, I realized that I needed to draw up a TOR. Actually the question is how to do it right? Open a design page and describe it in detail, what and where should be clicked (the design already exists)? Or how?

According to the description of the project in the previous question, it is not clear:
1. how the design fit on one page (1 psd?)
2. why the designer did not work according to the TOR, and how can the result of the designer's work be considered final if there was no description.
TK should not be drawn up according to design, otherwise you will describe the designer's Wishlist and forget some of the functionality. Describe all explicit and implicit functionality, more about platforms / browsers, quality criteria. Your goal is to avoid discrepancies.
