How to draw up a conclusion on the state of the server room?

There is a problem at one of the foundries of the Volga region. There is a server room without an extractor hood and with an air conditioner that does not provide air circulation (the refrigerant is simply supplied and that's all, removing the heat accordingly). To correct the situation for the better, you need to make a conclusion, which will then be passed on to management. There should be a lot of loud and convincing words in the conclusion. The goal is to catch up with fear, they say, “your entire plant will burn down along with the server room, or it will close or ...” –– well, in this spirit.
Tell me, please, who has come across this - in terms of the form of the writing style of such a conclusion, an example can (by what keywords can be found in Google), so that someone can write it under the tracing paper.
This is what the draft version looks like:
The server "foundry" is unsuitable for servers for the following reasons:
- the air conditioner is "half-dead", does not provide air circulation in the room "in a circle";
- missing or clogged "hood", which is not visually detected in the server room;
- due to the lack of exhaust and air circulation, dust is injected, including industrial heavy;
- the presence of a fair amount of dust creates not only the risk of equipment failure, but also the risk of increased fire hazard!
And I myself, unfortunately, am an ordinary engineer, whose equipment is contained in this server room - I service (provide technical support) for it almost every month with the compressor now on my own initiative, in order to somehow hold on.

Refer to "SN 512-78 Technical requirements for buildings and premises for the installation of computer equipment".
Refer to the documentation for the servers, which describes the operating conditions.
Refer to fire safety requirements.
Is there a person responsible for the operation of the premises at the "foundry"? Contact him, he by definition should know all the standards.

Forgive me, a little off topic to answer the question, but.
1) The server room does not require fresh air as such (if we do not take into account the humidity / composition of the air).
2) If you have a server room and so it draws dust, then if there is an exhaust ventilation, it will suck in this dust in cubic meters. With all the consequences.
Then it is necessary to do forced ventilation with filtration, cooling and humidity control.
3) Ceteris paribus, convection and "carlsons" of servers do a pretty good job of mixing air. If you want to do something more - provide cold and hot aisles.

As far as I understand: you do not need a conclusion, but a memo to your supervisor describing your thoughts in simple words. If the manager understands, he will decide for himself with the one responsible from the production side, if he does not understand, explain in words, or give instructions on how to do it in the future. And don't take on too much.

If you are forced to work in a server room without an influx of fresh air, then it is already over the edge, you can go into the server room for a short time, but not sit there at the administrator's computer all day.
If the air temperature in the server room is above 18 degrees and a certain level of humidity and dust, then this is above the standards (server equipment is designed for just such a temperature), the logical consequence is that expensive hardware will stupidly die ahead of time, and the guarantee may even be denied!

The presence of air is not important for the equipment - a constant temperature is required, humidity in the absence of dust
Management personnel - people are simple, they understand only numbers
You need to calculate how long the equipment will last
- with "bad" inputs
- how much with "good" ones
- how much force majeure will cost for the entire enterprise
- how much will the re-equipment cost
- how much will it cost to involve a company that will monitor the failure of the equipment
