You draw a bunch of elongated rectangles, crop them to a wave shape, fill them with a vertical linear gradient.

Make several vertical narrow rectangles filled with a gradient, with slightly different opacity.
Multiply them along the horizontal axis.
Draw two envelope graphs.
Pulling the top and bottom of the narrow rectangles, using snapping, fit them in height into the envelopes.
To taste, play with the transparency of the resulting one.
