You can put everything in one file - in different folders with layers in FS

I always draw desktop/mobile/tablet. Although sometimes I don't draw tablets.
One layout will not work. But in different artboards of the same screen - you can. For example in Sketch, Figma, XD. I don’t understand why you need to use PS at all now, which is for photos, in principle.
