How to draw the design layout of the site correctly so that the layout designer does not have to draw additional layouts for the tablet and mobile versions? Is drawing on a 12-column system suitable for this? What other points need to be considered?

if you have a wide enough telepathic channel with the layout designer and he will let layouts pass through himself, then you don’t need to draw
Columns are created to harmonize content
The fact that they are used for adaptability is secondary
You need to draw all site options for the sizes (devices) specified in the TOR
You can put everything in one file - in different folders with layers in FS

I always draw desktop/mobile/tablet. Although sometimes I don't draw tablets.
One layout will not work. But in different artboards of the same screen - you can. For example in Sketch, Figma, XD. I don’t understand why you need to use PS at all now, which is for photos, in principle.3b0eb674904f42438ad31e52ddf3601e.png
