In Photoshop, of course, there are means for implementing animations, but they are very clumsy and what do you get at the output? It seems only GIF, maybe there is some kind of MOV export. In the chandelier, I'm not sure if there are animation tools at all (have they already appeared?). Adobe's animation tool is After Effects, but it's a very cumbersome tool.
I recommend not to immerse yourself in game dev without a team leader and developers who are competent in this topic. Expensive entertainment :)
