How to draw a custom map?

Good evening. I need to create an arbitrary geographic map, such as a map of a non-existent or disappeared country, tied to a specific location. For example, to show that the state of Northrumbia was located on the territory of England and to designate its borders. What program can do this? And if possible, please give a link to the tutorial. In QGIS, this is quite possible to implement, there are even styles for display. I think as a beginner this will be enough for you.
