How to download Wikipedia?

They say that the entire Wikipedia is available for download, that they say there is some kind of official archive somewhere. I didn't find anything on the wiki site. There are a lot of things on torrents, but there is already something in some kind of shell, some self-written programs. It's not all that. You need a native wiki archive or some kind of database that you can use. Other than that, I couldn't find anything on google. Can you suggest something?
