How to download an archive using wget?

Good day. There is such a "service," if you can call it that, like checking a passport for validity, from the Ministry of Internal Affairs. At https://checks.guvm.mvd.rf/upload/expired-passpo... (namely in Russian, it is not inserted here even through standard link formatting) you can download an archive of invalid passports. The problem is that it is downloaded through the browser with handles, but not through wget (under Windows), giving errors in CMD "The requested name is correct, data of the requested type was not found" and "unable to resolve host address". I assume that he does not want to download from the Cyrillic address, but the browser downloads. How can this be overcome?

You can use a translated name, or IP directly.

, maybe the encoding of the cmd file is not cp1251, the address must also be specified in double quotes

works in linux but does not work in windows (I guess you need to find the correct version of wget)
