How to make wget not touch the url?

I have wget64 on win7 64. I'm trying wget64.exe --no-check-certificate --user-agent Mozilla/4.0 -r -k -l 20 -p -E -nc https://ru.wikibooks .org/wiki/%D0%9F%D0%BE%D0%BB%D... But wget converts the last set of percentages and letters to a combination of percentages and letters, clearly what comes out after that is 404. I tried also giving it explicitly https://ru.wikibooks.org/wiki/Shelf:Mathematics, but he again tried to convert this url, so much so that he again popped up 404. How to prevent him from touching the URL?

And next time don't mix utf8 and 1251
so that cmd/bash doesn't expand the url just put it in single quotes
