How to download a 4 GB file?

My ISP is Ukrtelecom. Tariff speed 2 mb. I found one file hosting (filestore.com.ua (not advertising)) I import files from other sites to this file hosting and download from it already at a speed of 10 MB. I spent 2 minutes, but I downloaded the file 5 times faster, cool, yes) But this exchanger has one limitation, it does not allow you to import files larger than 2 GB. Are there free services to import files up to 4 GB and cut them into pieces. Or hosting, web shells?
I think there are hardly any free ones, but what if.
PS: For a long time I used the mobile Internet from MTS with the opera mini tariff. There was a limit on downloading files larger than 15 MB. I then registered on a free hosting, and downloaded files with a script and cut them into pieces of 15 mb each. But on that hosting, the import limit was 100 MB.
What do you advise? Of course, you can ask someone to download the file and cut it, but this is not an option.
