How to do without a license?

The situation is as follows: I have a DE1-SoC debug board that has an FPGA on board with an ARM Cortex A9 core. The main problem arises when I want to take advantage of the opportunity to implement the project in a joint mode - this requires an ARM DS-5 environment. at the same time, I know that the compiler for ARM can be easily obtained for free. Has anyone had experience with firmware in this form? Is there hypothetical access to the processor bypassing the FPGA?

DS-5 Community Edition seems to be free. In addition, you can get a 30-day trial license for the DS-5 Ultimate Edition.
