In FS, numbering will not work, in Illustrator, it seems, there is still no such possibility either. You can do it either in InDesign or Corel. You can make the main part in FS, and then add numbering in one of these programs.
"Making a design" is one task,
but printing cards with different numbers is a completely different task. And "number generation in photoshop" is not needed for this.
As a rule, the numbering is carried out by the printing house, the designer is only required to explain where the number will be and what numbers should be. And this is correct, because at first the printing house prints the circulation of blanks according to one printed form, and only then numbers the printed blanks = profitable.
If you need to print it yourself, then you can number it in indesign or in corel - you load the finished design there, and somewhere you pick some menu, forgot which one. I think rudtp.ru will be able to explain everything to you in detail.
In Photoshop, it seems that there is no such function out of the box, or I have not heard of it.
