How to do e-mail and SMS mailings for an online store on Laravel?

Good afternoon friends!
I am currently writing an online store platform on Laravel5.3 (I specify in case there is an excellent solution for this framework). Now the question arose of implementing two types of e-mail and SMS mailings:
1) To one client (order statuses, trigger mailings, transactional mailings, etc.
) in letters.
The problem is that before that I did not come across frequent mailings and mass mailings, even more so, + I did not deal with SMS mailings. Before that, I managed with the capabilities of the same SwiftMailer.
As I understand it, mailings, especially frequent ones, cause a decent load on the server + I myself have encountered the fact that letters can arrive in spam / not reach at all.
We need the experience of connoisseurs, because. I just can’t understand which of the solutions will be correct - send mailings using the framework (write it yourself) and if so, what to use? Or does it make no sense and is it worth paying for mailings to third-party services?
And what about SMS messages?

UPD: If it helps, then: a rough plan for e-mail newsletters is 40-50 letters / day + 2000 letters for mass mailing monthly. Via SMS - about 20-30 sms/day + monthly 500 sms also for mass mailings.

As far as I know, after the adoption of the law on advertising, the OPSos raised their prices (up to 1 ruble per SMS), and all sorts of left-wing gates stopped delivering SMS guaranteed, only 50 percent of SMS began to reach, which made them irrelevant. After some time, services began to appear, such as bypassing the restrictions of the OPSos, and lowering the price tag below 1 ruble per SMS, but how legal it is and how it works - I personally will not say ....

The free option is SwiftMail or generally mail() if only text. UniSender raised prices and cut the free tariff.
SMS notifications about a new order and statuses can be quickly configured through smspilot.ru, this is available to individuals. persons.
SMS advertising is already under the LLC / IP agreement.

As described above, services (meaning good, not sharazhkin offices) conclude an agreement in any case, LLC or SP.
I use the sms-ka.net service, with my traffic I pay 10 kopecks for an e-mail letter, 1.35 for SMS
