How to do a database migration?

I have read this article. I made a User class, and now I want to make a migration. There is a command there: (venv) $ flask db migrate -m "users table". But she doesn't work. As I understand it, you need to run from a virtual environment, I created it. But how to run from this environment now? Sorry if this is a dumb question, I'm not familiar with virtual environments.

PS I figured out how to enter the virtual environment, but this command does not work even from there.

Well, I sort of figured it out, apparently I had a different version of python in my IDE.
